As someone who lived through 9/11, I am astonished at how Gov.     Dear Neighbor, We introduced a bill called the USPS Fairness Act this past spring which would end the unfair pre-funding mandate for the United States Postal Service. This bipartisan bill would also solve a serious financial problem that faces the Postal Service. The bill repeals the USPS pre-funding mandate and returns to the pay-as-you-go system.
